I can confirm this behavior with evince 2.22.2 on Ubuntu 8.04 amd64. The
same happens if I use the mouse wheel instead of clicking the up arrow.
I could confirm it in maximized view but not with smaller evince window.

thanks for the report, I don't get the effect you're seeing there,
clicking once at the up arrow just move it a bit up and stay there no
shaking here, could you try to reproduce it with Intrepid? are you
seeing this behavior with another application like epiphany or gedit?
maybe having a screencast
