that's likely because there is no weather map for those location is the
website used, the map are mainly available for the united states usually

As I never see a picture I think it is reproducible.
The steps are:
1. Add the weather applet to you panel.
2. Go to the settings and activate the radar.
3. Choose any location you'd like to. ( I tried several including e.g. Budapest)
4. Open the detailed view and switch to the radar tab.
