Also, this bug is becoming less important since xorg.conf usage is being
phased out in graphics drivers. If somebody feels strongly about this
issue, they should take it up again with KDE. But on a distro level I
don't think anybody cares enough/we don't have enough resources.

Nope. Even before crtl + alt + backspace was removed, the proper way to
restart X from kdm was to press alt + e, or choose the restart X option
from the options menu. Additionally, you can re-enable crtl + alt +
backspace from System Settings.

I don't know the problem of the reporter of
http://bugs.kde.org/show_bug.cgi?id=137029 but every SUSE I've installed
automatically restarts X on logout if a change to xorg.conf has occurred
and only one user was logged in through KDM.
