There have been significant changes in Xorg and the handling of input devices.
It is possible that through these changes things changed that affect your
layout.
What I suggest,
'xmodmap' keyboard layouts are uncommon and show a degree of expertise in
Xorg.
In this respect, I suggest to take

Please attach the output of `lspci -vvnn`, and attach your /var/log/Xorg.0.log
file from after reproducing this issue. If you've made any customizations to
your /etc/X11/xorg.conf please attach that as well.

I'm sorry, I forgot to describe the environment:
Dell Latitude D620
Intrepid Ibex 64bit
It's not only the AltGr key that goes crazy, I can mention Left, Right,
Down, Home, PgUp, PgDown as well.
Loading the xmodmap.de or xmodmap.hu file provided with the package
doesn't help.
