You can already set the locale manually if you want:
sudo locale-gen ckb_IQ
sudo update-locale LANG=ckb_IQ.UTF-8
(the latter edits /etc/default/locale)
But as long as no ckb language packs exist, it won't result in so much
Kurdish on the screen.

we had the same problem with the ku locale. Ulrich reacted only long
after we had it done in Ubuntu. We will keep upstream updated, but
please let's get it working in Ubuntu.

It will not be ckb_TR, but ckb_IQ for Iraq. Kurdish Sorani is the second
official language in Iraq besides Arabic and also widely spoken in Iran,
but not at all in Turkey.

Someone needs to create a locale ckb_TR, which should then be submitted
upstream and added to langpack-locales and langpack-o-matic's locale
map. Then langpacks will be built auomatically.
