Can you give more specific steps to reproduce this issue? When I open up a
Hardy Virtual Machine and try
import locale
in a python shell I get no error. (tried with python2.5 = 2.5.2-2ubuntu6)

This still happens on my 8.04 box. It does not happen on my 9.10 box.
I've tried reinstalling python several times but it hasn't changed
