git-send-email is usable without libauthen-sasl-perl, then it's
unnecessary; I think using Recommends could be a better choice.

it is needed in order to be able to use git-send-email with smtp authentication

if it is not installed, git-send-email prints the message:
Need MIME::Base64 and Authen::SASL todo auth at /usr/bin/git-send-email
