The command line interface displays the same (doesn't indicate shortcuts
will be used) but uses shortcuts when performing the synchronisation, I
believe it's the same with the GUI.
Yes, shortcuts are enabled by default.

Manual says:
xferbycopying: The default value istrue.
But the GUI does not seem to indicate that a renamed file will be copied:
(a: file /b: absent)
(a: deleted / b: u nchanged file)

unison version 2.27.57 (intrepid, available for hardy in hardy-
backports) does exactly what you described, in that case it gives a
message like 'shortcut: using local file x for y'.
