Access to any file, including extracting it, should require the need
permissions. To not follow those permissions would both be impossible
without using sudo and also unwise.
Unless I misunderstood your situation, this bug should then be closed.

oh,as said i would like to test but the real problem is archive manager
reporting about errors i thought there was issue with archive manager,but i set
my fat partitions with permission like
fstab entries for those drives that were not mounted by default
/dev/sda8 /media/HUMMING vfat umask=700 0
Just tried to unpack on my system with success. No errors.
I would like to know if its a corruption somewhere else in your system.
Can you open up a terminal and try to unpack it with:
tar jxfv 72807-Apotheosis.tar.bz2
Please let me know if further explanation is needed.
