I am sorry gentlemen. The TVtime needed reseting "to forgot" previous TV
card settings. After that I managed to tune analog TV properly.

Thanks Tomas. I'm change the status of this report to Fix Released for
Intrepid. However, based on the current SRU policy -
http://wiki.ubuntu.com/StableReleaseUpdates I'm doubtful this will be
backported to Hardy so I'm closing the linux-ubuntu-modules-2.6.24 task.
