While Wine's bundled IE is really only meant to be used internally by
programs like the steam web store, it would be nice to give it some
minimal controls in case an application launches it (rather than
displays it internally).

Yes, Wine Internet Explorer is a stub. It has no user interface and is
not meant to be a fully-featured browser. Most people only use it to
install Gecko.
You can view web pages in it if you run it with a url, e.g.
