Upgraded to kubuntu jaunty and run into the same problem. Have ipe
6.0pre32-2 in czech environment, files created with the previous version
(6.0pre30-5) don't open correctly.
Running with "LC_NUMERIC=C ipe" solves the problem.

1. The problem exists only in german environment, due to the other
decimal point (in german a comma is used).
2. There exists a workaround:
start ipe with:
# LC_NUMERIC=C ipe
3. This Bug is fixed in Debian with Version 6.0pre30-3.
