vlc 0.8.6h-4 is not the current package in Hardy, does this mean Hardy
will be updated to this new release?
With 0.8.6e your updated command line still does not cause VLC to exit
and I do not see DONE until press ctrl-c. Closing cat's input stream
with ctrl-D also does not cause done to be printed

cat | vlc -I rc --rc-fake-tty
will not terminate until you actually send a line something AFTER vlc has
exited. cat will sleep in read(), regardless of VLC exiting or not. Hence your
command line is a bad example.
At least here, I cannot reproduce the problem:
