anyway, it's highly likely that it's a "won't fix", since input-hotplug
is the preferred method forward, and kbd/mouse drivers could even be
removed at some point...

If it detect that no keyboard driver is specified, it should just
gracefully load it (the kbd driver) anyway, without make a big deal out
of it.
Instead of loading fail-safe, it should should just load the kbd driver,
and display a warning in the log.
I see no reason to go fail-safe, just because
The log is from the failsafe session, and thus useless. Dropping that
line makes the xserver fail to load, which means that failsafe kicks in
with some sort of default settings. This is not a bug.

In the log, it is definitely loading "kbd". Not sure why that bumps it
to use -vesa though... the pci id's all seem to be mapped correctly:

My normal Xorg.0.log file is ~25kb.
After I remove 'kbd' its ~51kb.
Most notable from the log is;
(EE) Failed to initialize GLX extension (Compatible NVIDIA X driver not found)
and
(WW) VESA(0): Failed to set up write-combining range (0xfbc0,0x20)
(WW) VESA(0): Failed to set up write-comb
Please attach your /var/log/Xorg.0.log when you comment kbd out (or is
it Xorg.0.log.old that corresponds that situation).
