When trying to install ghc I'm getting the same error
Setting up libghc6-hgl-dev (3.2.0.0-1) ...

the new synced version in intrepid has a versioned dependency on
libghc6-x11-dev, so this bug is no longer an issue there.

libghc6-hgl-dev does have a dependency on libghc6-x11-dev, but the
dependency is not versioned, so it appears the install order on upgrade
is undefined, causing this failure.
