You can also get the source package from the ppa:
http://ppa.launchpad.net/norsetto/ubuntu/pool/main/x/xchat-xsys/
Its an inline patch, but for the repo one I will most probably use
quilt.

I can confirm the first problem (upstream uses /etc/lsb_release instead
of /etc/lsb-release). As for the 10 spaces, can you paste here what a
