Why not add it in a /etc/php5/conf.d/zend.ini as :
[Zend] # not so sure if this header is useful / needed ?
include_path = ${include_path} ":/usr/share/php/libzend-framework-php"

It's more sane, then destroying peoples php.ini :) because there could be
