forgot to mention... seems to work fine in gnome or xfce AFTER
installing gnome. i only get this issue after a fresh install of
xubuntu hardy.

i had this annoying problem for weeks. i did however, after much
searching, find a fix--
/usr/bin/dbus-launch /usr/bin/pidgin
starting pidgin in that way will all libnotify-plugin to work as expected. the
error when trying to enable libnotify while running from terminal is:
libnotify-Messag
I can confirm this bug.
What I found out so far is that: Sometimes I can enable the plugin when trying
to enable it several times. It will then be enabled for the rest of the started
session. However if I close pidgin and start it again the plugin is again
disabled.
