Reportlab is also used in the hp-scan utility from the command line, so
perhaps should be moved back as a Depends of hplip.

The python-reportlab package was only recommended and not required. So
one could uninstall it without getting an error. I have now made hplip-
gui depending on python-reportlab and removed the recommendation from
hplip. It is used only by the GUI mode of hp-sendfax and there it is
very useful. The
