I've got a similar situation - my Scroll Lock always shows alternative
layout even when this option is turned off in Keyboard settings. I also
use 8.04.

Maybe it is related - keyboard speed settings are reset to defaults
after each system power on. E.g. gnome-keyboard-properties shows
sliders in correct position, but keyboard speed doesn't match them until
I move them slightly left-right.
