the issue is because you get autotools installed and run locally at
build time, not really an ubuntu bug, you can run autoreconf to
workaround it for example

Oh sry, just saw that what I wrote already stands in the original
description.
But I have other news:
As the trac instance of pidgin.im tells me, it's an autotools bug
(http://developer.pidgin.im/ticket/1595).
And indeed, after I replaced automake 1.10 with automake 1.09 pidgin compiled.

While making intltool-merge from intltool-merge.in, on line 96
"@INTLTOOL_ICONV@" isn't replaced by whatever it's meant to be replaced.
Of course executing intltool-merge (a perl script) fails then.
