I did a fresh installation of dapper and the problem is fixed. The bug
can be closed.

This is odd, since the code in:
/etc/init.d/hotkey-setup
includes:
if [ ! -b /dev/nvram ]; then
modprobe nvram
fi
Can you post the output of:
cat /var/lib/acpi-support/*-*
please so we can work out if your laptop is getting recognised?

The problem persists with Edgy 6.10 (Live CD mode). Tested on a Thinkpad
T23. KDE interface to Thinkpad buttons is not enabled on system settings
due to nvram module not loaded on startup and device /dev/nvram not
writable...
