github to explain that euslisp can be installed on more recent Ubuntu versions

Thanks for the explanation. EusLisp/jskeus was originally developed
independently of the ROS system, as it was born around the mid-80s.
However, we did not provide a binary release until we joined the PR2/ROS
project. We only provide Makefile and instructions to build from source

I may have been fooled by the binary installation instructions in the upstream
repository of euslisp
https://github.com/euslisp/EusLisp?tab=readme-ov-file#binary-installation-recommended
which recommends to follow the instructions at jskeus repository which at the
first step say
