Ok, so after a wiping my machine clean and doing a fresh install of the
final release of Hardy, this problem no longer exists. Everything is as
it should be now.

Does running either of the following commands help?:
sudo update-usplash-theme usplash-theme-ubuntu
sudo dpkg-reconfigure usplash-theme-ubuntu
Also, was this a fresh install of Hardy, or an upgrade from Gutsy?

Yeah, I just now fully updated and rebooted and it's unchanged. My
screen resolution is 1280x800 and here's the contents of usplash.conf:

xres=1280
yres=800
