Maybe you're putting to much efforts in this.
Just add a /etc/default/unbound file with
DAEMON_OPTS=""
like in other packages.

I did a quick check on focal to noble, and I don't see
/etc/default/unbound being shipped in any version shipped in Ubuntu.
Checking Debian stable and unstable, I also do not see
/etc/default/unbound being shipped.
I don't see any bug references in Debian for this either.

Do you know if that file was ever shipped? It's an optional one, but
indeed the systemd warning is annoying.
