Yes in current releases /lib and /usr/lib are symlinked, but systems
that have been upgraded from older releases may be preserving the
division. https://answers.launchpad.net/ or other tech support channels
may be suitable for getting help resolving that if you need it.

After restoring "/lib -> usr/lib", installing Samba worked fine again.
What I've learned now is, that this is something that debsums couldn't spot.

I've just realized, I have libraries twice on my system:
In `/usr/lib` as well as `/lib` O.O
The ones in `/usr/lib` seem to be fine - but ldd is actually listing
that testparm uses the ones in `/lib` - which have non-matching
hashcodes (but seem to have precedence in order of being loaded).

But furthermore we know the command it likely runs, the message you see
before the issue is from the maintainer script [1]. Therefore you could
try to isolate the issue a bit and see if this alone will trigger the
issue:
testparm -d1 --suppress-prom
