I created a PPA which reinstates the OpenSSL patch here:
https://launchpad.net/~lvoytek/+archive/ubuntu/openvpn-openssl-legacy
If you would like to test it you can run the following:
sudo add-apt-repository ppa:lvoytek/openvpn-openssl-legacy
sudo apt update
sudo apt upgrade
