We were unable to reproduce this issue in a VM when running do-release-
upgrade (while attached) and checking the status before restarting, both
as root and non-root. The output seems to be as expected.
From reviewing the logs, it also appears that esm-apps is available on
the (now) Noble release.
FYI it was gone after reboot, but could we consider some graceful "state
is unreliable until rebooted into the new" messaging?
P.S. I slowly feel we discussed that in the past, in that case help my
memory.
