network-manager-l2tp's MPPE support has been broken for over 10 years
when Compression Control Protocol (CCP) was disabled with the following
commit in its source code:

MPPE negotiations need to happen
I fixed it by turning off "Use point to point encryption (MPPE) in the
PPP settings. Before it did not seem to matter, but I guess it does
now.
