0. Install stock ubuntu 24.10 image
1. sudo apt install -t noble-proposed libgnome-bluetooth-3.0-13
2. sudo reboot
Then the issue gone.

Accepted gnome-bluetooth3 into oracular-proposed. The package will build
now and be available at https://launchpad.net/ubuntu/+source/gnome-
bluetooth3/47.0-1ubuntu1 in a few hours, and then in the -proposed
repository.
Please help us by testing this new packag

The fix is included in the upstream 47.1 release which is in Debian
unstable and should get autosyncing in plucky once syncs are enabled.

I create a test deb for this issue.

I obeserved the dbus method call on Noble with:
$ sudo dbus-monitor --system "type='method_call'"
For g-c-c, it simply powers on the adapter:
