After uploading the logs to ChatGPT with Deep Reasoning turned on and
waiting 22 minutes, the analysis that came back made it clear that I
need to remove:
ubuntu-mate-desktop
ubuntu-mate-core
These meta packages were used for absolutely nothing, but blocking the
upgrade.
I am now upgraded to 24.
I recommend seeking help on one of the support channels:

A few days ago, do-release-upgrade started reporting that a new version
was available. I gave it a try but the outcome was no better. It seems
to have a real problem with Xubuntu packages. It reports that I have
held broken packages but "sudo apt-mark showheld" reports nothing nor

Ever since running into this issue, do-release-upgrade acts as if there
is nothing new available.
Checking for a new Ubuntu release
There is no development version of an LTS available.
To upgrade to the latest non-LTS development release
set Prompt=normal in /etc/update-manager/release-upgrades.
