I tested it successfully as well:

I have tested the update from noble-proposed, it is working fine, the
pop-up about /etc/init.d/apport is gone.

I figured out the reason for it: /etc/init.d/apport has been moved from
apport to apport-core-dump-handler but the ownership hasn't.
