For security reasons, network boot options will are no longer usable in
guests that lack a random number generator. You can add a random number
generator to QEMU guests with `-device vi
This is due to the RNG protocol enforcement changes by upstream. Netboot
is simply disabled if one doesn't pass `-device virtio-rng-pci` to a
qemu VM
