Confirmed guys! `docker-compose-plugin` isn't working.
* Remove all previously installed docker-related libraries.
* Install docker-compose-v2.
* Run with `docker compose` instead of `docker-compose`.

I'm a docker noob but installing the v2 plugin and running 'docker
compose' instead of 'docker-compose' seems to work around the problem.

Indeed, the Jammy package depended on `python3-distutils` but the Noble
package does not. I believe this is a packaging bug.

Not sure if this is the right package, but installing
`python3-distutils-extra` seems to fix the issue, but now I'm running
into a different problem so I'm not absolutely sure.
