I had similar issue on Ubuntu 23.10
$ ./Altirra64.exe
bash: ./Altirra64.exe: cannot execute binary file: Exec format error
Solved by adding of

:Wine:M::MZ::/usr/bin/wine:
---
into /etc/binfmt.d/wine.conf
and restarting of the service "systemd-binfmt": $ sudo systemctl restart
systemd-binfmt
