No, it's not a Compiz issue. I started an emergency Gnome session
(without start-up scripts and without Compiz in memory) and Openoffice
(1:2.4.0~rc2-1ubuntu3) it's still without window's decoration.

I can't reproduce this problem even when enabling compiz on my machine.
It may be something to do with specific compiz features you have enabled
other than just the default appearance normal set of options.
I have reassigned this to compiz.
