I had the same issue as Václav:
When "disable menu shortcut key (F10)" is NOT checked then:
- F10 activates the menuBAR.
- Shift+F10 activates the popup menu at the mouse pointer.
When "disable menu shortcut key (F10)" IS checked then both F10 and Shift+F10
activate the popup menu at the mouse
Still broken all the same.
What I was not clear about before (it didn't even occur to me) is that
F10 does the same as shift-F10 (even if disabled): opens the popup menu
under cursor, whereas F10 should probably open the menu (if the menubar
is enabled).

The report states clearly that the F10 cannot be disabled _using the
menu option that should do just that_. The fact that it works on your
computer doesn't mean it works here.

Yes, I confirm this on gnome-terminal 2.21.92-0ubuntu1, on amd64. Quite
annoying, for example menu in aptitude is inaccessible.
