Thanks for the report Chris Jones , It has been a long time without any
comment or a duplicate in this bug report and It is possible that the
bug has been fixed. May you please try to reproduce it with the latest
Stable Release of Ubuntu the Natty Narwhal and add the respective
comments to the repo
I am confirming this because one of my colleagues upgraded when Hardy beta was
released and has seen his manual connections lost as well.
There were some bugs about the network-admin tool in hardy being unable to save
locations, but these have been fixed and so seem unlikely to be related, or
su
the directory is there, it's just empty. I can't promise that it ever had
anything there, but I definitely had saved location profiles in Gutsy. I used
them regularly!
Additionally, I am unable to save new profiles, but I have filed that as a
separate bug (it segfaults)

Do you meant the directory with it's content were deleted?, or that the
information wasn't backed up, or that the network-admin in Hardy doesn't store
the locations?. is this issue reproducible or was a one time thing?.
