Depends on:
- your version of systemd / ubuntu (I don't see any versions in this
report)
- whether you also saw items looped in the logs (journald -b -1 | tail)

The report got assigned to systemd, since systemd is controlling the
whole startup and shutdown sequence. If there is some work to be done
fore plymouth as well, the respecting person taking care of that part
should be notified.
