Re-assigning to python-central: this appears to happen if the currently
installed version has no Python-Version header (in "dpkg -s"), but the
version being installed expects it to have one. I've only took a quick
look at the code yesterday, so don't rely on my info, please..

Re-assigning to apport. From the changelog, it switched to python-central in
0.102 and you're trying to upgrade from 0.101 to 0.103.
I haven't experienced this problem, but have upgraded to 0.102 before.. maybe
there's the problem?
