This bug appears to be fixed in Ubuntu hardy OpenOffice.org
2.4.0~rc2-1ubuntu3. If you still have problems after upgrading to this
version please reopen the bug.

Just accidentally fixed this
What I had done was go to tools -> options ->files->templates->edit
and added /user/home/julianb/MyDocumments/OpenOffice/Templates where I keep
them.
Much to my surprise they failed to appear, they normally showed up no
problem in previous versions.
