After building epiphany-extensions from svn with xulrunner 1.8 from the
hardy repository (it doesn't appear that the .pc file is provided in the
1.9 version) the persistant error message reported by Joe no longer
appears, but ads are still not blocked.

Recompiling both Epiphany and Epiphany-extensions from svn fixes this
problem.
