Seth, the reason that I limited the bug report to ppc64 is that Ubuntu
16.04 LTS with its 4.4 based kernel was the last release we supported
32bit powerpc platforms.

The RANDOMIZE_BASE is limited to PPC32 in all kernels (including
upstream), so this might be the answer why you do not see it on ppc64el.
