I have installed the -proposed updates (gnome 3.36.3) and the issue of
reconnecting to a previously paired device has been resolved, namely the
toggle switch in the gnome bluetooth section for said

Accepted gnome-bluetooth into focal-proposed. The package will build now
and be available at https://launchpad.net/ubuntu/+source/gnome-
bluetooth/3.34.3-0ubuntu1 in a few hours, and then in the -proposed
repository.
Please help us by testing this new pac

just a leftover line in the testcase, that's fixed now
