Sorry meant to say "basic tab" above as opposed to "launcher tab". The
remainder is correct - the icon cannot be changed from the sheet of
paper one.

It's worse than this.
I've just performed a clean install from the alternative installer. If I add a
launcher from the menu to the desktop (e.g. firefox) I get the launcher without
an icon - just the empty sheet of paper. The launcher works however.
