I agree, this should be equally fine to be promoted on Noble as well.
None of the critical elements are different.
Please land the addition of a matching Extra-Exclude in the noble branch
of the seeds before doing so.

We would like to see the package also promoted in Noble, could the MIR
give their opinion on the request?
The version in Noble is 0.11.1 (vs 0.12.0 which was promoted in
Oracular). The security review was done on 0.10.0 so doesn't rely on
changes from 0.12.

backend and an UI part.
gnome-control-center would Depends on libmalcontent-0-0 which doesn't
Depends on libflatpak (libmalcontent-ui-1-1 is the one which includes
that Depends).
The request then is to promote only the libmalcon
