turns out that this is not a bug... I'm sorry for the trouble.
The true cause is that I had a .viminfo file with root as the owner and 0600 as
the permission mode. Now history is back

I'm seeing this bug on my hardy heron.

I've been having this trouble for quite a long time (IIRC as early as feisty or
prior).
I never change /etc/vim/vimrc or /etc/vim/gvimrc.
my :set output:

I'm afraid I'm not able to reproduce this bug. Can you answer these
questions, and maybe we can find it.
- Is "set history=100" the only line in your .vimrc?
- Are the other vimrc files (in /etc) the same as default?
- Can you start vim, and type
:set
and show the output?
