This is not only issue for PXE or CD-ROM restricted machine scenarios,
ability to bootstrap net-installer by loading linux & initrd.gz in EFI
shell is also gone with the change.
Please bring it back!

I now managed to get a working PXE setup for Groovy that runs the
Subiquity installer with an autoinstall configuration.
I documented my findings in detail at https://askubuntu.com/q/1292032.
My solution can be used both for UEFI and BIOS systems and also mentions
how to install a desktop system.
I am using PXE boot for fully automated preseeded installations.
So, here is another vote for the mini.iso or netboot.tar.gz.

Every device with CD-only reader.
Also mini.iso is needed for clean system installation from scratch. This
means that only user will decide package selection and availability of
Snap subsystem. Forcing users to use new server installer may
demonstrate limiting of their rights and freedoms.

Not really, no. Ubuntu d-i has significant improvements over the debian
one, and it would be a regression
Note d-i builds in groovy have been replaced with an empty stub page:

It is a bad idea. Some users with old hardware will be disappointed.
They have on CD-ROM drive, do not want to get Snaps in their systems.
