I experienced this same issue today after upgrading to Ubuntu 21.04 also
on a Dell 7140 with the same trackpad.
I followed the above advice:
1. install xserver-xorg-input-synaptics package -> sudo apt install
xserver-xorg-input-synaptics -y
2. Masking the service fwupd using systemctl mask fwupd.
I forget to mention I tried without and with installed
xserver-xorg-input-synaptics package.
The actual kernel is 5.4.0-52-generic what I got during first software update.
In the mean time I tried with the original kernel what the Ubuntu
20.04.1 installed (5.4.0-42-generic) an the left and right
I'm having the same issue on my Dell Venue 11 Pro 7140 with Intel® Core™ M-5Y71
CPU.
First time I tried Ubuntu 20.04 and the touchpad issue was the some.
I tried more OS is like Debian buster, Fedora 32 with no luck.
Then I re-installed Ubuntu but I used the latest 20.04.1 and to my surprise
ever

It doesn't look like a power management issue, somehow the trackpad just
stop responding during a short usage.
Can you please boot with kernel parameter "dyndbg='file drivers/usb/*
+p' log_buf_len=16M" and attach dmesg?

Gave it a go - similar results to what happens when I first power it up
and log in - the trackpad controls the pointer for a few seconds then
stops once the desktop (I assume) is done loading.
Is there any kind of command to find out what devices X and/or gnome is
responding to? It almost feels l

No change. Still stops working after a few seconds once the full
desktop is active. Also I notice once it stops working at that point,
if I log out the trackpad continues to not work at the logon screen.
Rebooting the system brings back trackpad functionality until I log back
in.
