I changed the primary graphics from the intell 9770 chip set internal graphics
to a
Asus Geforce GTX 1660 super and still have the issue.
It appears to have taken longer to happen though - when the screens went into
power save mode automatically - the borders appeared on

Installed on Levono IdeaPad 720
Macbook pro 2016
Desktop with intel 9770 chip and Asus motherboard.
All have the same symptops as above.

Just installed UbuntuDDE, and done all updates.
Happens around "various" windows, generally when they are unselected.
Selecting gets rid of the band.
And, yes, seems to be fixed by disabling Window Effects.
Is a PITA
Running standard Dell PC, Intel graphics.

Fixes if you disable Window Effects in the Personalisation settings.
Unfortunately when this is disabled some features don't work & the Software app
gets black borders instead.
Perhaps an AMD GPU bug?
I'm running an RX 480 on stock drivers
